atw: FM6: Should we blank a left-hand trailing page?

If a left-hand page at the end of a FrameMaker (6.0)
chapter has no content, a colleague of mine likes to
remove the header from that page. She says otherwise
it looks like an error. (The method she uses to remove
the header is to open the Master Page Usage dialog box
and apply None to the page.)

My point of view is that there's little aesthetic
difference between a completely blank page and one
with only a header, and using a manual process to
remove the header is error-prone. I don't like the
risk that sometime one or more of the following might
happen:
* a chapter lengthens and we end up without a header
on a page that now contains content
* a chapter shortens by, say, 2 pages and FrameMaker
discards the newly redundant pages, including the one
whose master was manually overridden (so the chapter
now has a header on a page without content, whereas
other chapters have a completely blank trailing page)
* doing the manual formatting is forgotten in the
first place, but only on some chapters (so we end up
with the same result as in the previous bullet)

I have 2 questions:
* Do you think we should remove the header from blank
left-hand trailing pages?
* Is there a better way to do it in FrameMaker 6 than
using the Master Page Usage dialog box?
