atw: Cross-referencing in Word

I'm not sure whether this falls under Elizabeth's solution or not, but I've
found that checking Word documents in and out of a document management
system almost guarantees that at least one of my x-refs will pick up the
entire page of text beneath the heading. Mind you, I've got no idea why this
happens or how to stop it...
