atw: Annexes - para and list-numbering (Unclassified)

Suggestions for the simplest way to set up the following Annex numbering
would be appreciated.
I want to keep it as simple as possible since authors who will update these
documents on an ongoing basis are not strong Word users and may not have
access to an expert Word user for advice.

BODY of their documents will have numbered lists in various places, in the
form (1. 2. 3. etc as a Para-Number style). 

ANNEX A - NUMBERING PARAGRAPHS IN ANNEXES

A1. I have been asked to include numbered lists in Annexes in the form shown
here.

A2. Previous to this request, I was trying a simple approach to Heading
levels
    and contents generation. Using Heading level 1 + a SEQ field for
numbering Annexes.
    For example: ANNEX (SEQ ANNEX\* ALPHABETIC) - NUMBERING PARAGRAPHS

A3. This made it simple for authors unfamiliar with Word to update/generate
a single
    Contents List, and not get into too much trouble with Section Breaks and
Headers/Footers. 

ANNEX B - Page Numbering

B1. Page numbers in the form B1, B2, etc could also now be necessary.

direction to appropriate resources, or suggestions in the mean time will be
appreciated.
