The easy and short answer is : DONT BOTHER :-)
It's one subsystem that works as it should and is best left to its own
devices. I guess we _should_ worry about _removing_ unneeded signatures such
as at uninstall time, but its so painful and complex it is easily begged out
of by "out of scope, cost justification".
All we ever do is sign production templates for distribution when those
templates are not going to be in a std location that is covered by the use
of "Trust all installed templates and add-ins".
