I don't know how old the phrase is, and a search of the net for its origins reveals not only that it's commonly used in the software industry but also that it's used elsewhere. I can't remember exactly when or where I first heard it but at a guess I'd say it was probably 20 years ago - when I started working in IT in Britain, funnily enough.
