I would suspect it had it origins to some weaponry.....as it was always "I
have never used this weapon yet in anger..."....to a threat..."I have used
this weapon in anger, and I know it works..."

it does seem to be a peculiar expression to use in marketing...as I have a
suspicion that it has a very "Anglo" social background for the usage in
which it is being used.

I'm in NSW, but originally from Britain.  I don't know how old the phrase 
is, and a search of the net for its origins reveals not only that it's 
commonly used in the software industry but also that it's used 
elsewhere.  I can't remember exactly when or where I first heard it but at 
a guess I'd say it was probably 20 years ago - when I started working in IT 
in Britain, funnily enough.  Maybe it did emerge from the software 
industry, though I'd wager it's ultimate origins are more esoteric.
