You do need to be aware that resumes are not infrequently butchered and re-written by agencies. But if these resumes are arriving from applicants without cover letters specifically addressing your advertised requirements, or with errors in English usage, or with a generally verbose and poorly focussed presentation of data -- then you are absolutely justified in tossing them into the bin. The worst ramble on for page after solipsistic page, oblivious to the needs of the audience (in this case, the hiring manager).
