Yes. Michael, I know what you mean.  I e-mailed a zip file containing a 
document that I'd written to a client (in a well-known telecommunications 
company) and it was accompanied by the customised Word template .dot file 
(with a note saying that she needed to put the .dot file in the appropriate 
MS_Office folder).

The woman opened the ZIP file from within the e-mail and then tried to open 
the .dot file from within WInZip.  She complained that she couldn't get it 
to work.  I likened her attempt to trying to look at the smallest of one of 
those little Russian (babooshka?) dolls without having first opened up the 
larger ones.  I had to explain to her that she had to detach the zip file, 
then extract the contents, then put the .dot file in the appropriate folder 
and then it would work (though why she needed to open the .dot file, I have 
no idea and was afraid to ask).

As you suggest, just because people have been given jobs in IT doesn't mean 
that they actually have a clue how to use IT (and one should never assume 
that they do - quite the opposite in fact).
