Hi Christine,
When you use an abstract noun, such as 'organisation', as
though it stands for a person, ie, to take a position as a subject
or object of a verb, you are reifying. 'Organisation' is a concept
- it is not a person, and so can neither make nor receive offers.
Better to identify the officer or the title of the official position,
eg, 'tender processor'.
Usually a word ending in '-er' is considered the actor, while a
word ending in '-or' or '-ee' is considered passive, ie, acted
upon. I used the word 'usually' because 'processor' [as above]
is active yet ends in '-or'.
My copy of the Macquarie dictionary only recognises 'offerer'.
