Yes all the time.
In my experience, especially with certain government and semi government
departments in WA such as WAWA seem to delight in these kind of speculative
job advertisements.
Some companies when preparing tenders and get you to apply so they can
forward your CV as part of a contract bid, with no guarantee that you will
be employed even if the tender is successful. You need to ask questions.
