On Windows Vista, go to "Sound" in the Windows Control Panel
then:

* Playback tab
* select Speakers or Headphones
* Properties button
* Levels tab
* line input then unmute.

A sighted user could use "software playthrough" in Audacity Preferences.
CTRL + P  > Audio I/O tab > five tabs to reach it then spacebar to check 
the box and OK. Then turn on monitoring in the recording VU meter in
Meter Toolbar. But this toolbar is not accessible to JAWS. 

In development builds "software playthrough" is also in a new "Transport"
menu.  Does Leland have any views if monitoring could be turned on or
off in the Transport menu, or would if have to wait until monitoring is
stable enough to be always on by default?
