Hi Eric,
try this:
1. Open audacity.
2. press R to record, say the numbers one, two, three, and so on up until ten, 
and then spacebar to stop.
3. If you then press space bar to play you should then hear yourself counting 
up to ten.
4. press R to record again, and say a few sentences - perhaps how you feel 
about audacity, and space bar to stop. This will be recorded in another track.
5. If you then press spacebar to play you should hear yourself counting, and 
saying the sentences.
6. Set the first track to unselected, and the second to be selected.
7. Press spacebar to play, and after you hear yourself saying five, press the ] 
key to move the cursor, and press spacebar to stop.
8. If you now press spacebar to play it will play from the new cursor position, 
and you'll hear counting from six, and part way through of your sentences.
9. Open the tracks menu, open the align tracks sub menu, and choose align with 
cursor. This moves the selected track, the second track so that it starts at 
the cursor position.
10. If you press spacebar to play then you shoud hear counting from six, and 
the beginning of your sentences.
11. If you press home to move the cursor to time zero, and then press spacebar 
to  play, you should hear counting from one, and the sentences should start 
after you get to five.

I tried the steps and it didn't work.

I aligned the cursor with the selected track and selected a time, and
the other track that I didn't select before still selected the same
time as the other. Also, I've found a friend has this exact problem
with version 2.03 and we both have not done anything to mess with the
preferences.

I apologize for being unclear, but please know that I have tried the
suggestions and it hasn't worked.
