Yes it does suggest that; it goes without saying.  The word itself can come
across as somewhat haughty or inflammatory, but there's no inherently
offensive sentiment behind it, to me.  Anytime someone has an ideological
opinion they're naturally going to think their view is more enlightened than
the other side's view-- otherwise they'd switch sides!  If someone tells you
they're a Republican, for instance, doesn't that imply that _they think_ the
Republican party platform is more enlightened than the Democratic platform?
And wouldn't they assume that the world would be better off if more people
felt the same way?  It seems like these thoughts are natural consequences of
having an opinion about something in the first place.
