Actually I didn't say that.. I was quoting someone else's post (Wade? 
Andy?). The current system, while simple, is NOT fair to venues that 
feature a high proportion of original music. It IS somewhat fair to 
places like restaurants and shops that play the radio, or to 
Buckhead-type bars that feature cover bands. If such a band-logging 
system were in place (granted it would be a paperwork beast), bands 
would then have another avenue for getting paid for their work, instead 
of enriching the already rich superstars who dominate the airwaves.

Maybe a better system is to have the fees paid by venues that feature 
original music go into an artist development fund geared toward helping 
young and emerging musicians, instead of to the superstars, who by 
rights do NOT deserve a chunk of this cash. This wouldn't cost the 
venues any more, nor would it create any additional work for them other 
than perhaps signing an annual affidavit stating that they mostly 
feature original music.
