I think only 2 out of the 12 bands last year met this requirement.

Many of last year's bands were from elsewhere. Most club gigs don't pay
any more to original acts than Roguefest (see #5)

No one except the organizers had to front any money... and our new
venue won't be charging any rent, plus sound and lights are already in
place, so this year's fest should actually generate some real $ for the
bands. We also have a marketing strategy in place that will go a long
way towards increasing the visibility of the fest. And lastly, the
regular Jakes crowd are a bunch of jam-band fans, and with the jam/prog
crossovers that are going on these dyas, we can probably expect a number
of those folks to attend.

Well that certainely rules out a few country music or rap acts

Wade as co-organizer this year (Matthew is out of the loop) and I'm
really hoping for some support from the Atlanta prog community!
