According to this article
(http://www.cni.org/docs/ima.ip-workshop/Massarsky.html), ASCAP's overhead
is 18% (.35/.82 - .35 = about 8 cents in this case).  Remember, ASCAP is a
co-op owned by its members, so it doesn't have an incentive to siphon off
too many dollars in overhead-- people can migrate to BMI (also a non-profit,
a consortium owned by broadcasters) or SESAC (for profit corp.)
