[atari7800] Why do DLLs have to be in RAM?

Hi there,
I was reading the development guide again and the following stood out on
page 6...
"Additionally, Display List Lists must be in RAM, due to the required
access time."
If this has been covered before please excuse me but why does it have to
be in RAM? Reading from a word address be it RAM or ROM would require the
same cycles wouldn't it?
BTW, I'm glad to see the recent activity on this list.
