The extra bit is just the LUMA LSB so you could interpolate from the 2600.
There was a discussion before Christmas around coming up with formulas for
the TIA colors.  Unfortunately, although the formulas are known, there are
some major issues which prevent the development of a definitive conversion.

The hue (yellow/blue/red/green) could be changed by a potentiometer on the
PCB.  There are also some minor differences to the video output circuits
between the different models of 2600.  The TV settings (tint, contrast,
black level) will also effect the color, and on a computer you have to gamma
to consider.
