I did a quick test program to prove paddle access works.  I've tested it out
on my NTSC/CC2 setup (7800_4K), but it should also work on a PAL system.

One item - it seems to stick for 5 degrees or so at 0 and it maxes out at
240 with almost a quarter turn to go.  PAL should get some extra lines
(although it may wrap).

I'm also not sure how useable this would be for an actual game since it eats
up most of the CPU time doing the pseudo kernal.
