So the PAL 7800 palette is very similar to the NTSC 7800/2600 palette?
Interesting.  Yes, the tint controls (at least in older TVs) colorburst
phase correction.

The PAL signal alternates the phase of V every line and the eye (or the TV)
averages out the color (PAL = Phase Alternating Line), thus a tint control
isn't required.  SECAM (Sequential Couleur Avec Memoire) alternates between
sending U & V every line.
