[atari7800] PAL palette

I've been working on a 7800 RGB palette as an extension of the previous
discussion on Stellalist, see

One change this time is I've tried to relate the adjustment variables back
to TV controls (e.g. tint).

Two questions for those people with PAL setups:
1. Is the PAL 7800 palette similar to the 2600, i.e. colors 0,1,14 & 15
grey, even/odd color bands, see

2. Any obvious equivalent colors (like 1 ~= 15 on NTSC) ?

Some interesting notes (based on the schematics) - the TIA and MARIA share
the luma DAC, and there is a different SYNC ratio.  The TIA and MARIA have
dedicated color phase adjustment resistores, so the color will be different
when in 2600 mode.
