I figured out why it didn't give me a picture. Apparently, the bin file
didn't have the authentication signature but A78 file did. Once I bypassed
the standard 7800 BIOS it gave me the picture. I don't know why it gave me
the garbage screen though, normally if the authentication is missing it just
gives you a blank screen.

It just gives me a screen of rolling garbage on an NTSC 7800.
