Same here :(
I wrote a little demo that shows me 24 colors in mode 320b with mess (0.88)
and also with emu7800 (0.60)
The palette assignment looks to be the same as in 160b mode.
Unfortunately a totally other thing on the real machine all the beautiful
colors are gone when watching the demo on the 7800 (too bad...)
