[askdba] Standby Database question

One of our customers has a problem
Here's the gist of it:



1. Oracle 8 on a server running in the US with the database
replicated to a server in Taiwan.
2. Synchronization takes place every 20 seconds
3. Activity on the US server caused the US database to go into a
"quiesced" state.  This in turn caused the Taiwan database to go into the
same state.
4. Subsequent actions brought the US database back to a "normal" state,
but the Taiwan database refuses to come out of the quiesced state.
5. QUESTION:  What actions need to be taken to get the Taiwan database
back to a "normal" state
