[askdba] APPS Instance - no listener

hello the scnerio is like this
was implementing sql net access security on
development oracle apps instance.
after additin the host, executed autoconfig on dbtier
and stopped the listner to bounce.
Listner is not comming up at all with tns 12532,
adopter error.
metalink people are saying to execute autconfig on
apps and db tier and so and so forth, but in any case
unless listner is up will not be able to do anything..
any clues on bringing up the listner plesae..
