If I understand the process:
1) The customer wishes to issue press releases on his own schedule.
2) The contractor, who is taking the customer's money, honors the
customer's wishes.
3) The contractor is accused of being secretive.
The contractor with which I am most familiar was very free with information
about what it was doing *on its own dime*. That apparently created an
expectation that that contractor would be very free with information about
everything it was doing.
Too bad. That expectation was unrealistic, and meeting it would have been
unethical, illegal, and without honor.
