That looks like the drive is being recognised. Re-plugging is almost certainly causing a change in device ID, which would mess up CDFS etc. The CD system isn't plug'n'play, I'm afraid, so you need to manually configure a CD drive, and make sure it is all wired up prior to startup. Make sure you've configured some CDFS buffers, too. Failing that, I'd be tempted to say "no go" on the drive :( To be honest, there simply aren't (m)any config options. Regarding power - if it is mains-powered, you should be fine, provided you have the mains lead hooked up and delivering power.
