It creates a regular "cube" grid of color steps.

I had thought that it may represent the step size for each colourant, such
that the target is created from combinations of each colourant, where the colourant is changed in steps, m times over
it's complete range. But the default

leading to steps ^ dimensions total points.

value of 2 is far too low for it to mean this! 

2 is chosen as a default to ensure that all colorant 0/100%
combinations are covered. The bulk of the work (by default)
is done using "full spread" methods (not all of which generate
0/100% colorant combination test values), rather than the
regular grid itself.
