You get the banding because You don't set the total ink limit in colprof. You
need to set the -l key:
colprof -v -qh -kp 0 .24 .99 .995 .78 -L100 -l180 -r1 -cmt -dpp 500SV1440bAG308
In Your case colprof uses ink limit of 210% as You set for targen. But Your RIP
has more tight limits. The RIP just clips ink volumes while printing. They do
it AFTER the profile works. So the clipping is non-colorimetric and You get the
banding.
Your RIP must have higher limits, then the profile. All of the limiting must be
done in profile. The RIP aim is raster processing and light inks blending
without overinking. But not clipping by ink limits.
