I think Graeme is right. I used to look deeper at hal/udev/dbus thing some 
time ago in Gentoo, but in Ubuntu I simply found that the device is created 
(it was possible to run argyll's tools as a root), so I needed just the 
permissions. Hence I went through the *.rules files and setup my own in a 
similar way w/o studying the ubuntu/debian udev setup.

I can't help with programming, but at least can support other users with these 
matters.

I am not sure how new devices get to udev rules (centrally to udev maintainers 
so that udev creates the device file and/or each distro maintains its own 
rules - maybe just with the permissions), but it could help others if we 
report the device id's to them.
