Not at all - if you look at the histogram there are values that
go over 50%. The lack of gamma correction may make it look dark
on a gamma affected display, but the range of levels
is the right order of magnitude - the maximum is way over 16%.
My guess is that somewhere along the way a 14 bit raw image
has been simply cast to 16 bits rather than scaled, leaving
the image about 1/4 the level it should be.
