1) This doesn't seem that practical to me, since at a minimum there would
   be a hundred measurements.

2) Doesn't the PR-704 have an RS232 port ? (their patent application sure
   shows one, and there seems to be software around that claims to support
   the PR-704)

3) If you wanted to you could use the existing -M option to do this. Simply
   create a script/application that is called by the -M option, and have
   script prompt you with the RGB values, and lets you enter the XYZ values
   where it can create the command.meas file before returning.
