Thanks for the correction and all the good work!

I was wondering which it was using.

As it turned out, though, after I rebooted the policykit rules
seemed to begin to take effect and it started working for
non-root users without needing manual device permissions changes.

You are checking the wrong files.

file used by libusb in argyllcms are /dev/bus/usb/*/*
