Perhaps a more accurate way of describing the situation is to say that
Rexx is "included with" the PC-DOS package, so that you don't have to
install it separately. It came with the installation. Hardly built-in
at all since you could easily delete Rexx, just as you could easily install
or delete other languages or programs.
