What do you mean by "builtin"? What does "builtin" mean with respect to
PC-DOS 2000? Built into which component? IBMBIO/IBMDOS.COM? COMMAND.COM?
Or EMM386?
In modular systems like DOS, there are very few things that I would
regard as built-in, which IMO is one of the strong points of DOS. Even
COMMAND.COM itself is just a DOS application and can be replaced with
4DOS or even graphical shells.
There is probably a REXX interpreter on the PC-DOS CD, but even if it is
installed along with the rest of the tools, I would hardly call that
built-in but rather an external program that is supplied with PC-DOS.
Otherwise one could just as well call Windows a built-in part of MS-DOS.
