    I don't seem to have any problem editing web pages, either with the 
standard distro or in Ray's distro.
Just press F4 and edit the page.

   That would be because Arachne has not been told which file to edit.

   Ray's distro (and probably the standard distro) has a hot key to switch the 
focus onto each of the frame pages in turn. When the one you want to edit is 
"in focus" it may be edited with F4.
