[arachne] problem connecting with fast PC

I recently obtained a newer "old PC", a 450MHz Pentium II.  Since then
I have had no success connecting to  the internet with Arachne or any
other DOS program.  The problem has been further confused by the collapse
of my former ISP and my switch to a new one.  During the last gasps of my
former ISP, I had to use a "slowdown" program to let me run BananaCom and
log into my dial-up shell account; no such tactic has yet succeeded with
Arachne or any other DOS program.  My wife's 100 MhH Pentium is better
with Arachne, but a 50 MHz 486 has turned out to work fine.  It might be
important that the modem in the 486 is a US Robotics 14.4k and the ones
in the Pentiums are no-name modems, but they are not PnP or "win" modems.
All three PC's handle the internet well under Linux, though the Pentium II
often takes two or three tries to connect.  Has anyone seen (and solved)
a problem like this?
