[arachne] problem connecting with fast P

Ken,
I have Arachne (1.71UE1) on two computers; one a 75MHz with a 33.6 real
internal modem and the other a 200 MHz with a 28.8 real external modem. I
usually have no problem connecting with either one. On very infrequent
occasions, it will require a redial, but it is not that frequent that I
can't chalk it up the server being unavailable.
