Of course they need to protect themselves. The users are going to blame
anyone and everyone except themselves when they get infected.

And who is the first one to cop the blame? "My friend uses another ISP
and he doesn't get infected with this stuff, so it must be my ISP who
isn't protecting me properly."

Believe me, I have seen EXACTLY this scenario!

If I was an ISP, I would be giving the maximum protection to my clients,
if only to protect my own interests. An ISP who doesn't protect his
clients, especially from their own idiocy, isn't going to keep clients.
And an ISP without clients isn't going to stay in business very long.
