Eric,

I think they are doing what they can to protect their networks
and servers from infection so that the services they offer to
their paying customers will continue to function.

Customers create all sorts of problems, but they also pay the bills,
so it's in the self interest of the ISP's to do what they can.
Most customers are not aware of the problems involved. It is a
very big problem.
