It certainly is over here. I have accounts with two ISPs, both dialup.
One charges per hour of use, with no overhead, the other charges a fixed
fee per month with no time limit.

And in Australia, every time you connect to dialup, the telco charges a
local call fee.

Both these ISPs offer broadband at a fixed fee per month.

Other ISPs offer services on a similar basis.

In other words, if you want both dialup AND broadband, you must have
two accounts.

With the dialup, you can use it anywhere you can get a telephone
connection. I guess this also includes from a mobile phone (cell phone),
although I have never checked this.

But with broadband, you must specify the premises that it is connected
to. If you want to use it from another site, you must arrange for the
ISP to reconnect it to that site, for which they charge a fee.
