BUFFERS= sets up a kind of small disk cache in DOS. When you have
SMARTDRV or other disk caching program, DOS BUFFERS don't give you
too much advantage (although this may depend on circumstances).
Anyway, any application should work with less BUFFERS, maybe just
a bit slower (but this is not true with FILES).

So, the reason of your delays were frequently accessed and modified
files on the uncached hard disk. Mind, however, that keeping everything
on the ramdisk, you can run into trouble: your ramdisk isn't (and cannot
be) a very big one and it can easily become full.
