UUENCODE it from command line, then cut'n'paste with a multi-window
editor or use COPY with '+' to join the encoded file with the message.

Yes, there is.

The cause was not the DOS version. It was a bug in WWWMAN, which, by
accident, only showed up under MS-DOS 7.10 (i.e., it was rather an
accident that the buggy WWWMAN did work under other DOS versions).

Windows 95A comes with MS-DOS 7.00 (no FAT32 support).
Later issues of Win95 and all Win98 come with MS-DOS 7.10 (FAT32 added).
WinME comes with MS-DOS 8.00.
