I'd say your homing in on the right way.  Maybe, for simplicity, folks
could send their suggestions to you as plain text, but the document that
you build up from those suggestions could very well be a spreadsheet, as
you see fit -- and that could be sent out or posted as needed via
plain text again.  So the inner workings of the system are completly yours
to develop, but I'd say the interface should be just simple emails to you.
