My Win computer already has a switch that is 100% effective.
It is mounted on the wall outlet that feeds power to the comp,
the monitor and the printer.
Once the comp is shut down, that switch goes OFF and stays off
until I want to use the machine again.
I suspect that most people have a similar switch they could
use, unless they are using notebooks, in which case unplugging
the phone line will do as you describe.
