There is no need to start windows 95 or 98 to (re)boot into plain DOS.

Change in 'msdos.sys' to BootGUI=0 Now the booting stops at the DOS
prompt and if you want to do some windows after finishing with DOS just
type: "win".

If you are in plain DOS there is no need to shut your windows down 
properly, just cut off the power.
