on the following lines:

I would generate a new email address, preferably having an
easy-to-remember name. Something like arachnefixes@xxxxxxxxxx (or
featus@xxxxxxxxxx see later)
Someone would volunteer an ftp site with upload access, preferably a
general purpose arachne site so that an additional address would not
need to be remembered.

The proposer would  use a specific list (I would suggest freelists) to
raise an idea for discussion and obtain at least a seconder for the
idea.
The proposer  would only-then email the fixes-address. There would be
an unforgettable acronym to elicit the appropriate information.

I (or whoever) would add the item to a table mainained on the above
site, with a reference to the description, if provided by the
proposer, which would also be uploaded. Someone from the development
community might subsequently add data to the table. Such items as:
easy/hard; scheduled-for-release-number, done-in-release....

I don't think I would want to use this method for the testing phases
of a new release when bug traffic might be high. It would be wise to
have more than one person with pop access to the email address and ftp
access to cover periods of absence.

Suggestions for an acronym?

How about FEATUS (I never could spell)

Fix or
Enhancement (state which) to
Arachne
Titled (short)
User proposing this (slightly scrambled email address suggested)
Seconder (slightly scrambled email address suggested)

Maybe this should be the first part of the email fixes-address (no
excuse then for not providing data)
