So in theory, it should be possible to compile the TCP/IP utilities that
come with WATT-32 using a 16-bit compiler, like Borland C - which I
assume is the one that is also used to compile Arachne, isn't it?

Not all utilities supports all enviroments. Only the library supports all. What is the reason, that Arachne uses only an old version? Isn't it possible to just update the Watt-32 version? Need it changes?

Watt-32 is updated each 1/2 year.

PS: Why isn't the news-client included into 1.90? Any reason?
