I don't know about your corner of the world, but for that money a
Pentium with 2X your modem speed can be found here. The tricky bit is
getting one with a "proper" modem (not software aka win-modem) If you
look for one with doze95 rather than 98 etc, you may be OK.

You also get the opportunity to wipe a doze installation if that's
your scene <g> Alternatively there are also free tools around to let
you dual boot e.g. DOS/doze.
