No I am using character set #437, also known as "extended IBM character
set" and it has only 256 characters.

I noticed that too. E.g. the tab stops are different between editting
and reading.

The character set Arachne uses is set in arachne.cfg >> MyCharset
ISO-8859-1 (looks a bit like char-set #850).
