Not dictatorial, but is there no hope that the current developers
might all *agree* to use a central co-ordinator?
Is it not possible that a single web facility could provide an
overview of what is going on, with links to other sites as
appropriate? Glenn G's proposed site? glennmcc's site? sourceforge?

No doubt you are correct.
I probably haven't been paying attention but it seems difficult to
keep track. What changes are happening? What progress? Where
available?
